Ignia decided that she didn't see Taro there and walked out of the bank. It didn't look like he was going to free himself anytime soon, and if he died, well, she didn't kill him, so it didn't matter to her.
... At least, she would've if Taro hated her or something. Considering that it seems like Taro trusted the Arsonist, so maybe he was willing to tell her what was going on. So she decided to remove Taro's gag.
"Gimme a sec, Taro.", she said to him. "I'll just check out the other areas 'n' then come back to ya, alright?"

"Alrighty, I'm back.", she spoke. "Now, Taro. Tell me who did this to ya. Do that, 'n' I might release ya from yer ropes 'n' stuff. If I don't like yer answers, I'll just gag ya again 'n' leave ya here, ya got that?"

Taro came back into consciousness after a very favorable series of events unfolded.
His body felt restrained and tied up. As he struggled to free himself he heard a voice. A voice that sounded familiar to him, but with all the fidgeting he was doing, he couldn't make it out. He assumed it was either Ignia on the sole reason that the gag was removed to begin with.
It occurred to him after another minute that his gag had been removed. He was so focused on the ropes that the gag's noticeable absent had seemed to pass his mind.
He went struggled to get himself popped up at the wall until the girl returned to the room.
"Mrs. Brand, thank you for removing the gag. I would love to, but you slipped up. Why would you be checking the other areas? The only real reason that one does that is because of a murder, am I right? Considering you aren't paired up as per our rules, then the Body Discovery Announcement hasn't played. I'd like to answer any questions you may have at the scene of the murder, so please.... Let the fun begin...."

Ignia still held the gag in hand, and made sure Taro didn't free himself. As useful as he was during the investigations last time, she'd rather not have to deal with him again.
"Well, I kinda have a very, very bad feeling 'bout this.", she said. "Yer right, though, we need one more to trigger Mariko's body announcement. Fuckin' hell..."
Ignia went on. "So, again, who did this to ya? 'N' Who crucified Mariko like that?"

Taro started to cry. It just occurred to him how wrong he's been acting. All he's been doing is insult Mariko and trying to fulfill his big plan. This was the wake up call. This was it. He cannot stand by and let the bear take control. He has to turn over a new leaf. Taro Yamada is a force for good now.
What's that? You didn't believe any of that shit? Well, you're right. He laughed and threw the rope off of him that he pretended to still be stuck in.
"If you want answers, you are going to have to wait until I get to see Root's face at the church! C'mon now."
He ran towards the Church at lightening fast speed. This was going to be good.

"Hell fuckin' no!" Ignia yelled as Taro began to speed ahead. Luckily Ignia was of a quick mind and decided to trip Taro. As he fell, Ignia then used the rope Taro freed himself from to tie his hands so that he couldn't move them, in case he wanted to pull a gun on her. She also did the same thing to his feet, so if Taro wanted to move he'd either be wriggling like a worm or hopping like a frog. In case Taro tried to do anything funny, she gagged Taro again, like she promised she would.
"If ya wanna go to the church that badly, I'mma drag ya there.", she said. And so she did.
