The room they stood in appeared to be designed for some form of judgement. It seemed likely the matter of Shiro's demise, as well as its perpetrator, would be discussed here. There seemed to be little other discernible purpose for the room otherwise that Irene could think of at the moment.

Dorothy eagerly wanted to help out in the investigation to find the blackened, just like the last two times she did that. Nevertheless, she was going to help.
So after she entered, she saw the other two Despairs. She saw them, and they saw her, beckoning one of them over.
Dorothy, having nerves of steel, decides to listen what Mariko and Junko have to say.
